Hi,
Have you looked at 2d frameworks like ngui and 2d toolkit, doing this kind of menu is really simple.
also, in your description, you should have screenshots of what you expect, because as is, it can be really interpreted in so many ways that you may end up with some frustration and conflict. so take the time to really show precisly what you want, that will help.
