The Steam VR Playmaker Toolkit for non-Vive dev?

Does the Steam VR Playmaker package work for other VR setups like Windows Mixed Reality and Oculus? All the descriptions and details refer to 'for Vive' so I was wondering if this is only for Vive devs?
