To switch or not to switch ?

Say I am making a large game for the IPAD with many LEVEL (environments, so fourth)

Is it better to switch to a NEW scene (say when he walks to a new room?)

Or is it the same (meaning the processing power or whatever) if I just turn that hall room off, and when he goes back to that room I turn it on and the other rooms off ?

Is it better to switch scenes (my environments are pretty big) Or can you just turn things off and on ?

Hi,

 It will be better to have different scenes. But it will mean more work to debug and create a proper memory friendly management solution.

 Turning things on and off is ok-ish, but will require toomuch initial loading time, that's the trouble, then at runtime, having things turned off do not affect performances but is rarely the final solution simply because the scene is too big to manage during development and too big to load the first time.
