Title: TPS camera and control

Hello everyone!

I'd like to know how to make a camera which rotate thanks to the mouse and stay behind the player.
Also how can i make my character's arms (and weapon) look at a cursor(in the middle of the screen) so it can shoot where the camera is looking at.
This video, shows exactly what type of camera and control I'd like :
