When I send an event to another FSM on another gameobject, can it be sent to any event in the FSM, or only to a state that has a transition from its current state?

The active state processes events. So the FSM will respond to events handled by the active state. It will also respond to any events that trigger global transitions (drawn as vertical arrows into a state).
