Title: Spektr Lightning effect action

I create an action to control Keijiro Takahashi's Spektr/Lighting script- get the script here as its required for the action https://github.com/keijiro/SpektrLightning (https://github.com/keijiro/SpektrLightning)

Import the package thats available on his github- then drop the "LightningRenderer" script on a object with the fsm you want to control it with-
