Title: Selecting Scroll bars issue

Been having an issue where if I select the scroll bars when a state is under it, it will select the state and not the scroll bar.

scroll bar = the bars to move the playmaker view up/down, left/right

Hi,

 Make sure you report this via the bug report from the playmaker/tools menu, thanks :)

 It also feels clumsy when I try to select a state that is under the map view on the top right.
