Title: Is there a way to make the Draw Fullscreen Color action a global event?

Hello there.  I was messing around with Draw Fullscreen Color (https://hutonggames.fogbugz.com/default.asp?W419) and was wondering if there was a way to make the effect I've produced apply to all the scenes in my project, instead of just the scene the button toggling the effect is located in?  Thank you!
