Title: Cut and Paste-Where does it paste to?

Whenever I cut and paste states, the paste seeminly at random spots.  I paste and it puts the new state somewhere else I can not even see.  Sometimes it pastes right where I am at.  So is there a trick to get it to paste where I am at?  Maybe click on the screen and to paste there (doesn't work, but would be nice).
