"Enable Action Map" and "Enable Action" are the same action

Enable Action Map doesn't actually let me pull up my action maps, it only shows individual actions, exactly the same as the Enable Action action

I bumped into the same thing.  You may have already figured out a solution, but here's some code if not.  I've been using Gemini or Grok to pull these things together for me.  I tested this and it works in my scene.
