Getting angle from normal

If you get a normal from a raycast, how do you convert it to an angle?

I believe i set the bullet holes with an angle from raycast in this tutorial :

Can this method attach objects to a skinned mesh too?

not just bullet holes, but like arrows, jewelry…?

It takes the position and rotation so probably yes
