How to replicate this sort of rotation

Can anyone please help me with a rotation issue?

How would you go about turning a character on their Y axis when above another character but then keeping them on their Z axis when facing them? This all happens smoothly.

Heres an example


Doing Smooth Look at and having the Up Vector be X makes them face the right direction when above but having the Up Vector be Y makes them face the right way when looking directly at them.
