Copy/pasting actions

I'm having an issue across multiple projects where copy pasting a single action will instead paste all the actions from the state. I'm not sure if this is a bug or a setting I tripped on, anyone seen this?

+1, pretty annoying, happens to me constantly. Don't how to fix it but to prevent it from happening I select the one action that I want to copy and then don't touch any other action in that state, otherwise it will copy the entire thing or bug out in other ways. I don't even click on any action on the state that I want to paste it to, just the 1 action.
