Any way to adjust particle effects at runtime with Playmaker?

As topic really - you can change the settings in the top module of the component with a Set Property action, but there are a lot of elements that Set Property just can't get at (velocity over time, shape properties, collision settings etc).

Is there a way I don't know about, or a custom action, that would let me have access to these settings at runtime?

You have a few in this forum + ecosystem (speed, rewind, etc) but not much...
