Smooth Look At Bug?

I'm getting all kinds of weird popping effects when I try to use the smooth look at action. Is this a bug or am I doing something wrong. I have 3 targets that when moused over , the camera should smooth move to point at them but occasionally the camera just pops into position. Each of my triggers have a similar FSM to the pic attached..

You can see the wierdness when you get the end of the camera sequence (you can hit escape to skip it).

Seems to be taking much longer than one second to turn... Is anything else happening to change the camera orientation?

I could only get it to snap if I didn't let it finish the look before I moved to the other objects.
