"Scrubbing" through keyframed Animation by moving the Camera

Hi Guys,
I'm currently working on an iOS Game. It's a side scrolling  2d Game where the Player doesn't interact with the Character directly but instead drags the screen to move the Camera. I Want the Character animation to be played depending on the movement speed and direction of the Camera (The Character moves with the Camera), so the Animation should stop when the player is not interacting, and plays forward and backward with a certain speed depending on the drag speed and direction, like scrubbing through the playhead of the animator.

I'm Using finger gestures for the Touch input and Puppet2D to create the rigged character (don't know if thats useful information for you :)

Is it possible to control the animation in that way? Whith which actions could i achieve that?
