How can I rotate/spin a gradient behind a masked texture?

How can I get something like the gradient to spin around the arrow?
I've thought of using a shader, or maybe a particle system to rotate the gradient, but I'm a bit lost how to use the mask of the arrow, so the gradient only shows along the arrow.  Can someone help?
