How do the sliders in those "Weighted Variable" actions work?[SOLVED]

They don't seem to compensate for one another since I can set them all as 1. Do they work relative to each other? Like if one variable is set to a weight of 1 and another at 0.5, it's a 66% for the first and a 33% for the other?

Exactly, they work relative to one another. It's a bit counterintuitive at first, but it's actually a good way for distributing randomness.
