Would it be possible to apply the "constraint locally" modification Jean did to the "Look At" action in this thread:

But add it to the "Smooth Look At Direction" action instead?

Nevermind, I made a work around by changing the action from:
if (keepVertical.Value)
{
diff.y = 0;
}
TO
if (keepVertical.Value)
{
diff.z = 0;
}
