Okay, on a new project now, I've come across the same issue. All works great in the editor but then triggers (all FSMs) don't do anything beyond their start state.
However, when re-starting my MacBook, opening Unity, building the project (without making any changes, seriously, can't edit anything) than it will work.
As far as I can tell, this is not a playmaker problem, possibly not even a Unity error, but a file system problem? I can work with it for now, but anyone have an idea why this would happen?
