Yep, 200% for all of this!
I would like to have the time and resources to build this, It would require the following:
-- A public read only online repository where all actions are maintained and updated by selected contributors
-- A new action browser that would search both your assets and in this online rep for actions matching your search, with a simple "download" button in there that would install that action in your assets
-- the rep would also maintain action versionning, so you would get an notification when an action you used has been updated and all.
-- A full blown user management to provide proper services and subscription systems ( I think this should have a small monthly fee to access this online rep).
