that would be a bad idea in general, typically we all build many different projects with different needs. I would personally want to have always, xmlMaker, ArrayMaker, and someone else might want to have the mecanim set of actions in all her or his projects, which is not my case, and so to comply with all these cases and needs, I personnaly feel that the ecosystem is the way to go, a simple online browser embedded inside Unity which makes the acquisition of custom actions just as if it was there
